Senior Adviser – Communications and Partnerships


Oliver Lacey-Hall serves as Senior Adviser – Communications and Partnerships at the Sunway Centre for Planetary Health at Sunway University in Malaysia, and as a Practice Fellow at the University of Virginia’s Frank Batten School of Public Policy’s Humanitarian Initiative.

He has 35 years’ experience in humanitarian and disaster risk management operations, policy and communications.
Until April 2024 he was also Lead Adviser for the Regional Element of the Australia-Indonesia Partnership on Disaster Management and prior to that served as Director of the UK’s Humanitarian and Stabilization Operations Team (HSOT), leading provision of humanitarian and stabilization services to the UK Government. Both programs were implemented by the Palladium Group.

Prior roles include service with the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) as Regional Director for Asia and the Pacific between 2011 and 2019. Previous positions include Deputy Director of OCHA’s Communications and Information Services Branch in New York, manager of the UN Disaster Assessment and Coordination (UNDAC) Team for Asia Pacific, oversight of OCHA’s global information management team and response and recovery coordination around the world with the UN, the European Union, the UK Government, and the Organisation for Security and Cooperation in Europe.

Advisory roles include membership of the IFRC World Disasters Reports 2018 and 2020 Advisory Groups; Chair of the World Humanitarian Summit Asia and the Pacific Group; Advisory Group Member – Sphere Standards Review; Advisory Group Member – ODI/HPG Study on States and Humanitarianism; board memberships of the UN’s Centre for Humanitarian Data and the Asia Disaster Reduction and Response Network.

Oliver holds a master’s degree in Gender Analysis and Development from the University of East Anglia.
